Position Overview

The Palm Beach County Tax Collector’s Office is seeking a Chief of Tax Services, a senior leader responsible for directing and coordinating tax payment and fee collection operations in accordance with applicable laws, statutes, and regulations—while maintaining an exceptionally high standard of public service. The Chief of Tax Services sits at the intersection of operations, compliance, technology, and customer service and plays a pivotal role in ensuring accuracy, integrity, and efficiency across high-volume, statute-driven workflows.

About the Organization

The Palm Beach County Tax Collector is a Constitutional Officer established by the Florida Constitution and serves one of Florida’s largest and most diverse counties (over 1.5 million residents). The office collects Property Tax, Local Business Tax, Tourist Development Tax (TDT), and Tangible Personal Property Tax and distributes revenues to local taxing authorities that fund critical public services.

Reporting Relationship and Scope

Reporting to Tax Collector Anne M. Gannon, the Chief of Tax Services is a key member of the Senior Leadership Team. The role oversees approximately 6 direct reports and ~38 total staff supporting high-volume operations, including approximately 700,000 property parcels and about 2 million annual notices across property tax, business tax, tourist tax, and motor vehicle renewals.

Key Responsibilities

  • Provide senior-leadership input on strategic planning, performance management, and major initiatives.
  • Oversee payment collection activities to ensure efficiency, accuracy, internal controls, and statutory compliance.
  • Identify and implement process improvements that enhance service quality, reduce risk, and improve the client experience.
  • Ensure proper documentation, reporting, reconciliation, and resolution of exceptions for collected payments.
  • Lead, coach, and evaluate managers; provide guidance on personnel matters and intervene in escalated situations.
  • Serve as a subject-matter resource on complex customer, compliance, and process issues.
  • Champion and facilitate cross-functional projects, including modernization and automation initiatives.
  • Oversee key partners and vendors supporting collection and payment processes; monitor performance and resolve escalations.

Minimum Qualifications

  • Bachelor’s degree in business administration, public administration, or related field (master’s preferred).
  • Six (6) years of progressive, responsible administration or management experience in business or public administration (or an equivalent combination of education, training, and experience).
  • Valid Florida driver’s license (must possess and maintain).
