Human Resources/Risk Management Director
(Competitive Salary Based on Experience)
MAJOR DUTIES: The Human Resources/Risk Management Director serves as a liaison between County employees, outside agencies, insurance providers, and the general public. This position provides leadership, oversight, and support for all human resources functions and County personnel services. Responsibilities include directing departmental operations to ensure compliance with organizational policies, procedures, and applicable laws. The Director exercises independent judgment in setting priorities, managing workloads, and scheduling departmental activities in alignment with established policies and strategic objectives. This role also oversees the County’s comprehensive insurance and risk management program, proactively assessing and identifying risks that could affect the County’s reputation, safety, security, or financial stability. Work is performed under the general supervision of the County Manager. This position is designated as Disaster Essential and may be required to work extended hours, including evenings, weekends, and during emergency situations.
KNOWLEDGE, SKILLS AND ABILITIES: Demonstrated commitment to providing professional and courteous service to County employees, outside agencies, insurance vendors, and the general public is required. The ability to maintain a high level of accuracy and attention to detail is essential, along with effective time management skills and the ability to meet established deadlines. Knowledge of human resources principles and practices is required, including recruitment and selection, employee retention, compensation, disciplinary procedures, Family and Medical Leave Act (FMLA) administration, workers’ compensation, Americans with Disabilities Act (ADA) compliance, payroll processes, and benefits administration. Proficiency in Microsoft Office Suite or comparable software is required. Ability to accurately use electronic and web-based systems to maintain human resources and benefits records is required. Knowledge of risk management principles, policies, and best practices is required. Supervisory and leadership experience is preferred.
MINIMUM QUALIFICATIONS: Bachelor’s degree in Human Resource Management or a related field, preferred. Four (4) years of professional human resources experience in areas such as benefits administration, recruitment, compensation, employee development and training, employee relations, or as a human resources generalist, required. At least three (3) years of risk management experience, required. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. Possession of a valid Florida driver license is required. The ability to obtain Certified Professional in Human Resources (SHRM-CP) certification within one year of employment through the Society for Human Resource Management (SHRM) is required, though equivalent certifications may be reviewed for acceptance.

WORK SCHEDULE: Work days can vary, Monday – Friday, typically. Minimum 40 hours per week
