About Our Job

To provide the Public Utilities department with information technology, project management, end-user application support, and analytical expertise as it relates to system software and user applications for department-wide business applications. To provide guidance, assistance, and implementation direction for new or existing departmental applications or systems established for use within the County. Reviews and assists with the implementation of process improvements as they relate to the department’s business applications. Provides program/project management function in conjunction with users and EIT. Coordinates staff training for all business applications and provides analytical expertise to the department with the goal of developing customer service-focused and fiscally responsible outcomes.

Duties:

  • Manages projects and implementations of various software applications (primary vendor-based cloud-hosted) within the department which include but are not limited to primary business applications such as utility billing, work and asset management, business intelligence, and mobile workforce management. The projects and implementations include developing and managing requirements, project charters, scope, budgets, and schedules utilizing both County and external resources. Serves as the department representative for primary business applications for software vendors, consultants, and integrators.  Interfaces with vendors to support the cloud-based applications.  Works with end-users to identify their needs and assist them with problem determination and improving their use of the applications.
  • Research and maintain a system topology that ensures the software products work with each other to provide the end-users with functionality to perform their tasks in the best manner possible.  Coordinates with department managers and acts as department liaison with Enterprise Information Technology (EIT) to develop strategic plans for business applications and enhancements to include business process development, new application, and user interface development, performance metrics development, staff training, and application version management.
  • Maintains continuity of business operations that includes disaster recovering planning and backup procedures.  Initiates, coordinates and enforces systems, policies, and procedures.  Verifies application results by conducting system audits of technology implemented.  Maintains quality service by establishing and enforcing organization standards.
  • Performs supervisory duties as needed (recruitment, training, performance reviews, coaching, discipline).

Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance  audits; reviews audit findings and ensures appropriate controls are established and implemented. 

About You

Minimum Qualifications:  A Bachelor’s Degree from an accredited college or university in Information Technology, Business Administration or a related field and four (4) years of related experience in process improvement, business analysis, change management, end-user application support, and information technology project management. Associate Degree from an accredited college or university and six (6) years of job-related experience.  Year-for-year experience may substitute for a college degree.  Two or more years of supervisory experience. Advanced professional certification highly preferred.

Preferred Qualifications:  PMP (Project Management Professional) Certified. Experience with utility billing and work & asset management software applications.  Experience working within ITIL (Information Technology Infrastructure Library) framework for software development and maintenance.

Job Competencies:  Ability to multi-task and prioritize workload and work under demanding situations and tight deadlines. Ability to establish and maintain collaborative working relationships and possess strong customer service skills.  Ability to assimilate user requirements and business processes to optimize the use of the department’s business applications.

About Everything Else

Pay: $63,003.20 – $87,006.40
