St. Johns County Board of County Commissioners is seeking a Senior Analyst for our well-established Intergovernmental Affairs Office whose headquarters are located in beautiful St. Augustine, Florida.

The St. Johns County Office of Intergovernmental Affairs is responsible for securing competitive funding, appropriations, policies, and partnerships in support of the mission and operational needs of the St. Johns County Board of County Commissioners. The Office also cultivates new and strengthens existing relationships within the White House, the United States Congress, the Florida Legislature, the Executive Office of the Governor, State and Federal agencies, state constitutional officers, regional governmental organizations, local governments, and other stakeholders.
Employees work in a team-oriented environment and work collaboratively with County Departments to develop a Funding & Advocacy Road Map, with a focus on transparency, internal department needs and long-range planning.
The newly selected Senior Analyst will execute strategies and develop tactics in support of the Office’s mission. The Senior Analyst reports to the Intergovernmental Affairs Assistant Director.

- Supports County departments in identifying and pursuing federal, state, and private funding opportunities that align with operational goals, service delivery improvements, critical resource needs, and the County Administrator’s priorities.
- Manages the implementation of the multi-year Funding & Advocacy Road Map and provides recommendations with a focus on transparency, internal department needs and long-range planning.
- Maintains a high-level knowledge of state and federal legislation that may affect the County and prepares legislative text, amendments, policy memoranda and analyses as appropriate.
- Leads coordination efforts and provides guidance to internal and external stakeholders involved in the grant proposal or appropriations processes to ensure projects are feasible, competitive, and have adequate community or regional support.
- Liaises with federal, state, regional, and local agencies, including the expectation of developing close collaborative working relationships with identified government officials.
- Manages the full lifecycle of all projects in an assigned grants and appropriations portfolio, including identifying funding streams, collaborating on the development of project concepts, writing grant applications and appropriations requests, providing oversight and technical guidance to contractors, securing letters of support, and other advocacy initiatives as assigned.
- Maintains knowledge of the state and federal appropriations process, as well as the changing federal, state, and private foundation grant standards and proposal guidelines.
- Ability to demonstrate management skills to include but not limited to participating in the department budget and expenditure process, willingly accepting and completing various and unique tasks associated with the daily operations of the department and providing professional guidance and direction to peers.
- Serves as a trusted internal resource for departments seeking funding and grant writing support, offering consultative support throughout the grant development, appropriations request, and advocacy processes.
Candidates for the Senior Analyst position are encouraged to apply if they meet the following minimum qualifications:
- Bachelor’s degree “or” the knowledge and level of competency commonly associated with the completion of a baccalaureate degree in public policy, business or public administration, economics, sociology, or a related field. Advance degree preferred.
- Experience sufficient to thoroughly understand the major duties of the position, interpreted to four (4) years of progressively responsible professional, administrative or analytical work experience.
- Must also have four (4) years of experience working in the federal government, a state government, a nonprofit entity, a business or trade association, or the private sector as a policy analyst, a governmental affairs or governmental relations staff person, or as a grant writer. Experience working directly in the legislative process is preferred.
- Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
- Must possess good interpersonal and communication skills to serve others.
- Must be able to comprehend, speak and write the English language.
- Must be able to operate a computer.
