Job Description
General Statement of Job The primary function of the Public Safety Director is to serve as Division Chief for the Public Safety section of the Board of County Commissioners.  Direct supervision provided to the Emergency Management and Animal Control Departments and include, but is not limited to, overseeing daily operations, reviewing employee leave and attendance, budget reviews, monthly report reviews, and responding to any subjects of disciplinary action.  This is highly responsible, managerial, and skilled administrative work that may include matters of high confidentiality.  The Public Safety Director serves as Emergency Management Director and oversees the County Emergency Management Department.   All employees must have the ability to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and consider the organization’s goals rather than individual concerns.   All employees must have the ability to communicate tactfully and courteously with co-workers and members of the public. Role and Responsibilities These examples are intended only as illustrations of the various types of work performed in a position allocated to this class.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.Plans, evaluates, and directs departmental policies programs, and operations through Department supervisors.Directs the preparation and implementation of departmental budgets and makes procedural and operational recommendations to County Administrator.  Monitors approved departmental budgets throughout the year and authorized departmental purchases.Develops, evaluates and improves the internal operations of the Public Safety section.Plans, organizes, implements, and directs the activities and operations of the County wide Emergency Management Department with all associated coordinating agencies.Develops operational procedures and plans and ensures that emergency response personnel and equipment are obtained and effectively used.Develops the County’s emergency management policy; supervises the preparation and implementation of Comprehensive Emergency Management Plans, radiological protection plans, hazardous materials contingency plans, radiological emergency plans.Provides the consequence management response for any weapon of mass destruction Homeland Security event.Provides the overall training for activation of the County Emergency Operations Center (EOC) and is responsible for the operations of the EOC.Maintains liaison and conducts conferences with local Emergency Management agencies, other Counties’ Emergency Management agencies and State and Federal government agencies concerning the development and clarification of emergency procedures, plans, and operational policies.Prepares and presents periodic and special reports of activities and accomplishments to the County Administrator.Prepares and delivers speeches before official and civic groups..Attends Advisory Board meetings and serves as a member on various applicable committees.Performs other related work as required. Minimum Training and Education Qualifications Fifty (50) hours of training in business or public administration, business or public management, or emergency management or preparedness.  A bachelor’s degree may be substituted for this training requirement.Four (4) years of verifiable experience in comprehensive emergency management services that includes improving preparedness for emergency and disaster protection, prevention, mitigation, response, and recovery, with direct supervisory responsibility for responding to at least one (1) emergency or disaster.A master’s degree in emergency preparedness or management, business or public administration, communications, finance, homeland security, public health, criminal justice, meteorology, or environmental science may be substituted for two (2) of the years of experience required in this sub-subparagraph but not for the required supervisory experience.A valid accreditation as a Certified Master Exercise Practitioner through the Federal Emergency Management Agency, Certified Emergency Manager through the International Association of Emergency Managers, or Florida Professional Emergency Manager through the Florida Emergency Preparedness Association may be substituted for the requirements for this sub-subparagraph.  A certification used as a substitution for the requirements of this sub-subparagraph must be currently maintained in good standing at all times until the actual time and experience requirements satisfying this sub-subparagraph are met by the appointee.Completion of 150 hours in comprehensive emergency management training provided through or approved by the Federal Emergency Management Agency or its successor, including completion of the following National Incident Management System courses, or equivalent courses established by the Federal Emergency Management Agency through the Emergency Management Institute:ICS-100: Introduction to the Incident Command System; ICS-200: ICS for Single Resources and Initial Action Incidents;ICS-300: Intermediate ICS for Expanding Incidents;ICS-400: Advanced ICS for Command and General Staff;IS-700: National Incident Management System, An Introduction; AndIS-800: National Response Framework, An Introduction. All training required by this sub-subparagraph must have been completed no earlier than the ten (10) years preceding the date of appointment, regardless of whether it is an initial appointment or reappointment. A county emergency management director who does not satisfy the training or certification requirements as of July 01, 2024, shall have until June 30, 2026, to complete such requirements. Physical Requirements May be required to bend/stoop, reach above shoulder level, kneel, balance, push, pull, crouch, squat, lift and carry 25-50 pounds.  Ability to communicate effectively using speaking, hearing, writing, and vision skills.  Ability to stand for a prolonged period.  May be required to work in inclement weather. Knowledge, Skills, and Abilities Thorough knowledge of the technical, tactical and educational techniques involved in planning and developing and effective utilization program for Emergency Management.Thorough knowledge of the principles and practices of budgeting, accounting, personnel management and procurement as related to Emergency Management.Good knowledge of laws and regulations relative to organizing and maintaining an Emergency Management organization.Ability to develop and maintain interest and support for emergency management programs by official and civic groups and the general public.Ability to establish and maintain effective working relations with associates, government officials, civic groups, and the general public.Ability to communicate effectively both orally and in writing.Considerable knowledge of the current trends and developments in the field of emergency management.Considerable knowledge of the financing sources and programs available through state and federal funding agencies for emergency management programs, and of the requirements and standards for obtaining and retaining state and federally funded programs.Ability to plan, organize, and direct operations of Emergency Management Department.Management and supervisory ability. License Applicant must have a valid Florida Driver’s License at the date of hire and maintain said license while employed in this position.
