General Description

The City of North Port is seeking an Impact Fee Administrator. The position administers and coordinates the City’s impact fee program in accordance with City Ordinances and state law. This position performs a wide variety of tasks associated with the accurate assessment, collection, processing, and reporting of impact fees. The position also administers the City’s concurrency management system and oversees the development agreement process. Work is performed under the direction of the Planning and Zoning Manager. Essential Job Functions

  • Determines accurate impact fee calculations and assessments on all applicable permits by determining land use categories, applicability of rates, exemption provisions, etc., requiring a thorough working knowledge of the applicable City’s Code of Ordinances and Unified Land Development Code.
  • Performs collection activities to ensure impact fees are submitted to the City. 
  • Answers information queries from internal and external agencies regarding impact fees.   
  • Conducts professional research including data collection for impact fee studies. Coordinates and performs periodic evaluation, revision, and implementation of impact fee schedules. 
  • Administers credit agreements including reviewing and interpreting agreements, monitoring credit requirements, creating, and maintaining ledgers, processing credits, reconciling ledgers, and providing balances upon request.
  • Prepares reports of impact fee and impact fee activity for distribution to City departments and other entities.
  • Develops new administrative procedures; drafts written correspondence; writes executive summaries.
  • Monitors impact fee program operational expenses; projects revenue receipts; and reviews refund requests.
  • Gives oral presentations to groups, divisions, and other County departments on the subject of impact fees. 
  • Operates a computer, printer, adding machine, phone, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
  • Performs other work pertaining to collection of funds owed to the City as required.
  • Answers routine questions on the telephone; routes and/or redirects telephone calls. 
  • Performs other related duties as required.

  • Ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
  • Knowledge of principles, methodology, practices of research and data collection.
  • Knowledge of effective writing techniques.
  • Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, and GIS.
  • Ability to present concise, detailed oral and written administrative reports.  
  • Excellent customer service skills, including the ability to communicate clearly and concisely, both in person and in writing.
  • Ability to plan, organize and use mature judgment in evaluating situations and making decisions in accordance with established policy.  
  • Ability to establish and maintain effective working relationships with employees, officials, and the general public.

Education, Experience, Licenses and Certifications

Education and Experience:

  • Bachelor ‘s degree in Business Administration, Public Administration, Finance, Accounting, Economics, Computer Science, or closely related field.
  • Three (3) years of fiscal analysis or financial management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  
  • Administration of impact fee experience is preferred.

Emergency Response Responsibility

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event.  All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee’s official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
