Toho is seeking a hands-on, service-minded General Counsel to lead its legal function and serve in a dual role as both Legal Advisor to the Board and Chief Legal Officer to the CEO and executive team. The General Counsel ensures legal integrity across all aspects of governance and operations, balancing independent legal judgment with practical, solution-oriented support. This is a working leadership role that blends strategic perspective with day-to-day involvement in legal matters—protecting the organization while enabling progress.

Key Responsibilities:
• Serve as General Counsel to the Board and Chief Legal Officer to the CEO and executive team.
• Provide legal counsel on a broad portfolio, including contracts, procurement, employment law, real estate, governance, ethics, public finance, tort liability, and regulatory compliance.
• Offer clear, risk-informed guidance that clearly distinguishes between legal mandates and legal advice on discretionary decisions.
• Directly engage in legal work; this is a working leadership role, not solely oversight.
• Manage legal workflows, internal staff, and outside counsel to ensure responsive, transparent, and efficient service.
• Build systems that support timely, consistent decision-making across departments.

• Demonstrates strong working knowledge of public sector legal frameworks, particularly Florida law, including Sunshine Law, public records, and procurement.
• Comfortable managing a broad legal portfolio without needing to be the subject-matter expert in every area.
• Thrives in a high-paced, evolving environment with entrepreneurial energy, public accountability, and strategic complexity.
• Acts as a working leader who is hands-on with legal matters while guiding staff and external resources effectively.

Requirements:
• Juris Doctor from an ABA-accredited law school.
• Member in good standing of the Florida Bar.
• At least 10 years of legal experience in a government, corporate, or firm setting.
• Preferred: Board certification in city, county, and local government law.
