The Broward OIG ACPO Manager manages the OIG’s audit and contract/procurement oversight (“ACPO”) program and reports to the Deputy Inspector General.

Illustrative tasks:

  • Develops, manages, supervises, and evaluates subordinate Auditors and Special Agents assigned to the ACPO program.
  • Applies a data-driven and risk-based approach to identify programs, procurements, and contracts to review, audit, and investigate.
  • Plans, supervises, and participates in financial, contract, operational, and forensic reviews, audits, and investigations.
  • Provides audit, contract/procurement, and forensic accounting assistance and expertise as needed.
  • Performs and supervises documented reviews of working papers, memoranda of interviews, and investigative memoranda to ensure that documented conclusions are accurate and properly supported.
  • Maintains a current working knowledge of county and municipal structure, programs, issues, and events affecting OIG operations.
  • Plans and conducts training.

Knowledge and Abilities Include:

  • Ability to document and report findings clearly in writing.
  • Demonstrated professional expertise in planning and conducting complex investigations.
  • Demonstrated knowledge of management principles and supervisory practices and procedures.
  • Ability to effectively coordinate and supervise the work of subordinate staff members in the conduct of complex investigations.

Minimum Experience and Training:

Graduation from an accredited four-year college or university with major course work in accounting or a graduate degree in accounting. 

Substantial accounting or auditing experience with experience in a supervisory role is required.  Governmental auditing experience preferred.  Significant experience in the referenced areas may substitute for the education requirement.  Excellent computer skills, including with word processing applications, open sources, and other public records databases, is necessary. 

A relevant professional designation such as Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), Certified Inspector General Investigator (CIGI), or Certified Inspector General Auditor (CIGA) is preferred.
