Palm Beach County (PBC), Florida, an urban County of 1M+ residents, is seeking an experienced professional to lead a progressive, centralized local government purchasing  organization. The successful candidate will have extensive experience in the administration of purchasing and procurement, including related regulations, and the development, implementation, and revision of Purchasing Code provisions.  The Director, Purchasing, manages the operations of 40+ professional, technical, administrative and support staff engaged in activities related to Purchasing, Bids/Vendor Resources, Contracts, Training and Technical Assistance, Warehouse/Stores, Mailroom.   Oversees a budget of $4.4M.  The Director interfaces with Administration, department/divisions and outside agencies in meeting contract administration and contract compliance objectives, administers the County's Purchasing Ordinance and ensures departmental compliance, and directs the preparation of comprehensive reports concerning costs, quality, quantity, standardization, value analysis and price trends for material.


The Purchasing Department procures non-construction related goods and services valued at or exceeding $5,000 and also monitors all procurements under $5,000 made by County departments through the Decentralized Purchase Order (DPO) process. The procurement of goods and services is accomplished through various methods including a Request for Quote (RFQ), Invitation for Bid (IFB), Request for Submittal (RFS), Request for Proposal (RFP), and alternative source selections, including but not limited to, Sole Source purchases, Emergency purchases, and Piggyback purchases. Purchasing is an essential part of the County’s Emergency Management Response Team during Emergency Operations Center activations in response to natural or man-made disasters, drafting agreements and providing support where needed.  We are looking for a highly experienced and motivated individual to work with the Purchasing Department team, and lead them in accomplishing their mission to effectively and efficiently provide Palm Beach County Departments with access to goods and services.


We are seeking a Purchasing Director with demonstrated ability to: Provide direction in the execution of administrative programs and procedures; monitor their effectiveness; direct and improve customer service response; and represent the Department mission, vision, and values at Board of County Commissioners (BCC) and other public meetings. You must be well versed in strategic planning utilizing KPIs and related measures, and have the ability to direct the coordination of goods/services distribution and dissemination to a variety of entities, such as County residents, employees, local municipalities, law enforcement, and the local school district.


MINIMUM REQUIREMENTS:  BA/BS in Business/Public Administration, Law, Finance/Accounting, Purchasing or closely related field and eight (8) years of professional experience managing large scale purchasing operations or government procurement activity, which includes four (4) years of related supervisory experience OR a related Master’s or J.D. and six (6) years of related experience, which includes four (4) years of related supervisory experience. Current industry certifications are a plus; experience leading local government purchasing operations, and experience managing a staff of 10+ employees highly preferred.
