Our ideal candidate will possess rich experience in the field of Parks & Recreation or Leisure services; Coastal/Beach Community experience strongly desired.  A discerning eye with focus on sustainability and resiliency, ability to recognize potential and capitalize on opportunities, and a personal demeanor conducive to community outreach and engagement will be key to success. Position Title:  DIRECTOR, PARKS & BEACHES

Reports to:  County Administrator 

Position Grade:   321

FLSA Status:  Exempt

GENERAL DESCRIPTION

Directs and coordinates activities of the Parks & Beaches Department in areas of recreational programming, park planning and development, beach maintenance, conservation and resiliency, natural area management, historical preservation, cultural and artistic programming, park and beach safety, and administrative.

 

KEY RESPONSIBILITIES

1. *Handles public inquiries regarding County Parks and Beaches

2.  *Develops plans and programs for existing and future parks.

3.  *Coordinates/conducts assessments of recreational needs and interests of the community; determines  appropriate types of programs to offer for various populations and age groups; promotes recreational programs within the community; evaluates participation levels and overall effectiveness and success of programs; implements addition, deletion, or revision of programs; oversees, monitors, participates in, and/or evaluates  recreation programs, special events, and major community events.

4. *Monitors and enforces agreements with individual sports leagues, recreational activities and other programs & events.

5. *Oversee and monitor programs including aquatics, building rentals, recreation and maintenance of parks;  evaluate services, programs and staff.

6. *Plans, directs, and coordinates all aspects of the County's Park and Beaches Department such as, park maintenance, as well as, recreation and park programs.

7. *Directs the activities of a department, which includes planning, coordinating, administering, and  evaluate programs, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with Federal, State, and Local laws, regulations, codes, and/or standards.  Develops and/or adopts rules and fees for the management, operation, use and control of all community (recreation & senior) centers, the preserves, waterfronts, and park areas/facilities of the city.

8. *Plans, evaluates, and directs departmental policies, programs, and operations. Directs the preparation and implementation of the Department budget and makes procedural and operational recommendations to County management.  Monitors approved departmental budget throughout the year. Formulates departmental fiscal administrative and budgetary policies and revise or modifies as necessary to improve efficiency and effectiveness of departmental operations.

9. *Directs the research and development of grants for properties and programs. Develops and expands relationships with community partners to promote and enhance recreational opportunities throughout the County.  Coordinates and confers with cities in the County regarding parks and recreation issues.  Confers  with outside regulatory agencies regarding development and implementation of parks and recreation facilities.

10. *Recommends new or enhanced physical facilities and parks. 

11. Develops and monitors the implementation of department rules, regulations, and Park and Recreation fees.

12. *Maintain safe environment for public at all parks, boat ramps, buildings and fishing piers.

13.  Assignment to a variety of tasks and/or schedules during mandatory work periods in special, emergency, or disaster situations.

KEY JOB REQUIREMENTS

Education:

Bachelor's Degree required Master’s Degree preferred.   

Experience:

7 to 10 years of progressively responsible administrative experience in large scale complex governmental activities and operations to include experience in the field of Parks & Recreation or Leisure services required.  Experience in Coastal/ Beach Community strongly preferred.

Leadership:

Oversee, plan, and implement major programs and services for the organization. Report on progress to the organization's executive team.

Complexity:

Develop policies, long range plans and allocate funds.  I make decisions that involve multiple priorities, limited resources, and internal and external challenges.  Most of my decisions impact the organization as a whole.  I report to elected or appointed officials who hold me accountable for the success of the organization.

Decision Making:

I am responsible for determining goals, policies, and desired outcomes for multiple units.  I determine the appropriate level of resources to meet the organization’s needs.

Relationships:

Provide updates to senior managers, elected officials, or other community groups or organizations.  Work regularly with other Directors or senior managers to ensure the provision of efficient and effective services.  Park of my performance is tied to how well I respond to members of the community or internal peers within the organization.

Working Conditions:

Regularly make decisions that could lead to major community or organizational consequences if I fail to make the appropriate decision at the time.

On Call Requirements:

May be required to provide disaster assistance during times of emergency in any capacity deemed appropriate.
