Job Description:
Manage all functions related to the development and implementation of a countywide budget.
- Supervise and perform complex technical data analysis and related reporting
- Ensure compliance with GAAP and GAAFR standards
- Analyze and evaluate departmental and division budgets, work methods and financial procedures
- Oversee daily responsibilities of assigned budget staff
Responsible for the operating budget development and maintenance for assigned departments.
Oversight of the reprioritization/reallocation of the Infrastructure Surtax Program.
Administer budgeting and planning policies and procedures.
- Includes periodic updates and appropriate staff training
- Monitor and report on fund balance and related reserve requirements and potential utilization
- Oversee year end close-out process
Prepare and present financial analytical reports including recommendations for improvements.
- Includes preparation and presentation of special budget management analysis and studies
- Prepare budget status reports during budget process
- Reviews monthly expenditure and encumbrance reports
Provides information to county employees otherwise not available.
- Methods of gathering information include Microsoft Access and Excel, ONESolution downloads, and Crystal Reports
- Researches, develops, and designs documents and/or processes for internal customers
- Utilizes technology that often replaces tedious manual report production
- Organizes information in a logical, easily readable manner
Conducts performance appraisal process for assigned budget staff.
- Partner with HR on employee relations
- Develop and train staff
- Mentor and lead staff
About You
Minimum Qualifications
- Bachelor’s degree in Public Administration, Business, Finance, Economics, Statistics, or other related field and minimum of four (4) years of progressively responsible professional experience
- Two years of supervisory experience
- Associates degree from an accredited college or university and 6-years of job-related experience
- Year-for-year experience may substitute for the college degree
- Related professional experience or certifications may substitute for the required education
Preferred Qualifications
- Master’s degree in Public Administration, Business Administration, Economics, or related field
- Three years’ experience in government financial reporting structures and governmental auditing procedures highly desirable
About Everything Else
Pay: $77,000.00 – $92,000.00 based on your experience
