The Wakulla County Board of County Commissioners is seeking qualified applicants for a Director of Employee Support Services within the Board of County Commissioners Administration. This position will provide services related to recruitment/employment, compensation, benefits, employee relations, risk management and training to all employees within the Wakulla County Board of County Commissioners.
RESPONSIBILITIES
Recruitment – conducts and administers the recruitment effort for exempt and non-exempt positions.
Unemployment – Represents the organization in unemployment claims.
Policies – Assists in the policy development, implementation and interpretation of policies and procedures. Ensures the County is in compliance with state and federal employment regulations and laws.
New Employee Orientation – Works with the Human Resources Specialist by overseeing new employee orientation.
Benefits Administration – Processes new employee health, dental, flex plan and supplemental insurance plan enrollments. Serves as a liaison between the employee and the insurance provider.
Compensation – Assists in the administration of the Compensation Program.
Risk Management – Coordinates the risk management functions on behalf of the County including Board Offices, Constitutional Offices and Inframark (sewer operations).
Support Services – provide assistance to managers with employee relations issues such as complaints and allegations.
TYPICAL QUALIFICATIONS/EXPERIENCE
The typical qualified candidate will possess knowledge of principles and practices of personnel administration. Applicants must also possess the following knowledge, skills and abilities.
- Knowledge of applicable federal and state laws and regulations regarding personnel issues.
- Knowledge of the principles of equal opportunity and affirmative action.
- Ability to understand and apply applicable rules, regulations, policies, and procedures relating to personnel program functions.
- Ability to analyze and interpret policy issues and determine proper resolution of conflicts.
- Ability to interact effectively, courteously, professionally, and decisively with departmental personnel and the public.
OTHER RELATED DUTIES
Assists in the creation and evaluation of reports.
Recommends new approaches, procedures, policies to ensure continuous improvement in services.
Maintains compliance with federal and state regulations.
Communicates with staff on policies, procedures, laws, standards and regulations.
Responds to employee relations issues such as complaints and allegations.
Facilitates or provides training to staff.
Assists in the maintenance of Affirmative Action/Equal Employment Opportunity records, reports and logs.
Maintains personnel files and records; assists managers and employees in the interpretation of Human Resources Policies and Procedures; prepares verification of employment requests and assists with special assignments and projects as necessary in other areas.
Other work assignments include, but are not limited to, budget preparation and maintenance and office management, notifying managers when performance appraisals are due, participating in benefits enrollment, participating in new employment and termination processes, and providing team support in all areas of human resources.
QUALIFICATIONS
Requires graduation from an accredited four-year college or university with a BS/BA, MBA or MA/MS in human resources or related field and three (3) years of professional or paraprofessional human resources experience; or an equivalent combination of training and related professional work experience which requires a minimum of five (5) years of HR experience with at least five (5) years of executive HR experience. Society for Human Resource Management – Certified Professional (SHRM-CP) is strongly recommended but not required upon initial hire. The selected candidate must agree to obtain the SHRM-CP certification within the first 18 months of employment.
