Hernando County, Florida in conjunction with the Hernando/Citrus Metropolitan Planning Organization invites applications for the position of Executive Director for the Metropolitan Planning Organization (MPO). The Hernando/Citrus Metropolitan Planning Organization (MPO) is a transportation policy making board consisting of officials from Hernando County, Citrus County, City of Brooksville, City of Crystal River, and City of Inverness. The MPO Board has the responsibility to develop and adopt plans, and to recommend improvement priorities for the transportation system. Hernando County is a growing local unit of government established in 1843. Ideally located north of Tampa, Hernando County is one of the fastest growing counties in the State of Florida. MPO - EXECUTIVE DIRECTOR POSITION PROFILE Reporting to the Metropolitan Planning Organization Board, the Executive Director provides leadership and performs highly responsible administrative, professional, and managerial work in developing and maintaining a variety of transportation plans, programs, and designs within the Metropolitan Planning Organization. Specific work involves responsibility for the research, formulation, and maintenance of a comprehensive long-range transportation plan, and coordination of study area projects under the plan. The Executive Director provides supervision for professional and technical staff engaged in gathering, analyzing, and presenting data related to transportation planning programs and policies. The position must also maintain sound judgement, with a high level of discretion and initiative. General administrative, clerical and financial functions are performed by Hernando County in accordance with the approved Administrative Services Agreement with Hernando County.

ESSENTIAL RESPONSIBILITIES AND FUNCTIONS: • Coordinates work activities for the MPO comprised of Hernando County, Citrus County, City of Brooksville, City of Inverness, City of Crystal River, Federal Transit Administration, Florida Department of Transportation, and the Federal Highway Administration including specific coordination and communications with the Transportation Services Department (Public Works and Engineering Divisions). • Reviews traffic and transportation plans in conjunction with development proposals within the participating jurisdictions, bicycle and pedestrian planning activities, as well as other program documents. Coordinates and designs various field studies and surveys as related to the implementation of the MPO’s Unified Planning Work Program (UPWP). • Prepares and submits reports to the Metropolitan Planning Organization Board on a variety of assignments relating to city, county, and regional planning. Drafts agendas for MPO meetings. Hernando County is an Equal Opportunity Employer • Coordinates regional planning for cities and counties, studies functions, organization, personnel distribution, and project requirements to for the most efficient and economical utilization of available personnel, equipment, and funds. • Responsible for the preparation and administration of the MPO Department budget; supervises purchase of equipment and/or services. • Responsible for the selection, placement, promotion, training, safety, appraisal and discipline of assigned personnel. • Develops departmental policies and procedures, program evaluation, and operating policy formulation; implements department policies, procedures, work performance and safety standards.

REQUIRED EDUCATION AND EXPERIENCE: The successful candidate will have the following education, experience, and credentials: • Bachelor's Degree from an accredited university in urban planning, civil engineering, finance, public administration or another related field. • Six (6) years of progressively responsible experience in urban or transportation planning, with close collaboration with elected and other officials, or relevant combination of training and experience. • Master’s Degree in urban or regional planning preferred. A combination of additional education and experience may be substituted for the above requirements.

COMPENSATION AND BENEFITS Hernando County offers a comprehensive compensation and benefits package. The anticipated hiring range for the position is between $75,504 to $101,857 (annually), depending on experience, education, and qualifications.
