The Federal Committee, led by Commissioner Doug Smith, Commissioner Heather Carruthers,  and Commissioner Bill McClure, invited Ms. Deborah Cox,  NACo’s Legislative Director, and Ms. Val Gelnovatch of The Ferguson Group to provide an overview of what to expect during the lame duck session, along with a forecast of how the new Congress will take action on issues important to counties.   Commissioner Smith also briefed the committee on a recent meeting of NACo’s Gulf Coast States Caucus, where the caucus decided to form a workgroup to develop flood insurance recommendations in anticipation of the 2017 NFIP reauthorization. Commissioner Carruthers will represent Florida on the workgroup.  Commissioner Smith also stated that caucus discussed the need to reform the Oil Pollution of Act of 1990 (OPA 90) to ensure local governments have more input during offshore oil incidents.  Eric Poole, FAC staff, noted that the association had drafted an issue paper in 2012 and will be sharing that with the caucus.  Following issue updates and a discussion of a possible member fly-in February, the group adopted the following as its priorities for 2015.

* MAP 21 Reauthorization

* National Flood Insurance Program (NFIP) Reform
