During the 2013 Legislative Session, the Florida legislature passed new ethics legislation requiring that Commissioners and other Constitutional Officers take four hours of Ethics programming each calendar year.
To fulfill this requirement in 2013, FAC will have an Ethics Workshop on FRIDAY, NOVEMBER 15 (as a POST CONFERENCE workshop after our Legislative Conference November 13-15 at the Daytona Hilton in Volusia County). This workshop will be a pre-conference event from 10:30-3:30 and will have a separate registration fee of $125 that will cover lunch and all of the meeting materials. This class is open to Commissioners, County Staff and all other Constitutional Officers. Commissioners that participate in this course will receive CCC credit, in addition, ACC Graduates will receive Torchbearer points. We will OPEN the registration for this course in the next week, when we also open the registration for Legislative Conference.
Since 1996, as part of FAC’s Certified County Commissioner (CCC) Program, FAC has offered a comprehensive 6 hour mandatory Ethics, Public Records & Sunshine Law Course. Our existing course meets the requirements addressed in this new legislation. FAC will continue to offer this Ethics program but will now have more opportunities for Commissioners and Constitutional Officers to meet their requirements by holding at least three Ethics workshops beginning in 2014, instead of just one a year. We plan to offer most of these programs as either pre- or post-conference events in conjunction with our Legislative Day (March), Annual (June) and Legislative Conference (November).
FAC’s program includes expert speakers from the Attorney General’s Office and the Florida Commission on Ethics to explain Florida’s stringent laws. Participants will learn ethics requirements for elected officials, understand the Sunshine Law and Public Records Law, learn about reporting requirements, and become familiar with the process of an ethics complaint.
