Representative Harrell has filed a bill (HB 355) that would require the Florida Department of Transportation  (FDOT) to adopt rules governing the use of the department’s excess fiber optic network cables by local governments for non-transportation purposes.  Representative Harrell’s bill is consistent with a recent Presidential Executive Order that states that broadband access is essential to the nation's global competitiveness in the 21st century, driving job creation, promoting innovation, and expanding markets for American businesses. The Executive Order created a national working group that recommends how federal and state entities can help maximize the use of available government-owned fiber optic cable.  By allowing counties access to this space, they could augment their public safety communication, help with education, and increase civic involvement by using a consistent fiber optic network.  Senator Grimsley has filed the Senate companion (SB 756).
