Participants will learn about the legal framework for county government organizations in Florida, the authority of county commissioners, and the interface of local, regional, state, and federal entities. Key areas of discussion will include:
- Constitutional and statutory requirements on county structure
- Roles and authority of county commissioners
- Charter government in Florida
- Options for administration of counties
- State, local, and regional stakeholders
- Federal mandates and key Supreme Court cases

This workshop will provide an overview of the legal requirements placed upon Florida counties by state and federal governments in the following key areas:
- Comprehensive planning and zoning
- Health and human services
- Transportation
- Public safety
- Environmental programs

Registration Information
Each workshop will require a separate registration fee. The registration fee is $125.00 per workshop. This fee will include a continental breakfast, luncheon, catered breaks, and workshop materials. Each workshop will begin at 9:00 am and end at 4:00 pm. Please clearly indicate on the registration form which workshop(s) you would like to attend. The deadline to register is Wednesday, April 23, 2008.

SCTAS Scholarship Information
Counties with populations less than 75,000 at the 2000 census will qualify for the SCTAS scholarship which will pay for your educational registration fees. The SCTAS scholarship only applies to those who are in attendance at the workshop. If you cancel your registration, your county will be responsible for the administrative fee(s). Also if you do not attend the workshop for which you have registered, your county will be invoiced for the total amount due.
Cancellation Information
Refund of workshop registration fee, less an administrative fee of $50 per workshop, will be allowed provided written or faxed notice of cancellation is received by FAC on or before April 23, 2008. No refunds will be considered after April 23, 2008. No telephone or verbal cancellations will be accepted.
