House Juvenile Justice Bill Moves to Floor
HB 273 by Rep. Adams that would amend various sections in the juvenile justice chapter passed out of Policy and Budget Council on Tuesday with the guarantee that Rep. Adams and Rep. Cannon would sit down with the FAC prior to the legislation reaching the floor to continue to discuss our concerns regarding the legislation. An amendment offered by Rep. Cannon was adopted that removed the language that would automatically extend the number of days juveniles could be held in secure detention prior to their adjudicatory hearing, returning the language back to what currently exists. This section that was deleted was the most easily quantifiable provision, thus the majority of the attention has been focused on it. However, there are other provisions that cause FAC great concern, including the language relating to pre-trial orders, and the commitments by judicial fiat. The Senate companion SB 792 by Senator Baker has not been heard in its first committee.
