Status of other TBRC proposals
The TBRC Governmental Procedures and Structure Committee met on Thursday, March 8, 2008, in Tallahassee. In addition, to passing unfunded mandates the committee also passed CP22 (Daryl Rouson), pertaining to the affordable housing trust fund, CP21 (Carlos LaCasa), pertaining to property tax reform, CP33 (Carlos LaCasa), tax exemption for municipal property, CP42 (Barney Barnett), property assessment challenges and presumption of correctness and CP51 (Nancy Riley), concerning special districts.
The TBRC Planning and Budgetary Processes Committee also met on Thursday afternoon. In addition to TABOR, the committee also passed CP 27 (Hogan), changing the timing and frequency of the establishment of future TBRCs, CP30 (Governmental Services Committee), making class size limitations applicable to school averages, and CP40 (Governmental Procedures and Structure Committee), authorizing the legislature to fund private or religious providers of public services.
The TBRC full commission met on Friday, March 7, 2008 to consider SR29 (Finance and Taxation Committee), which would create the Joint Legislative Sales Tax Review Committee for the purpose of reviewing sales and use tax exemptions, CP7 (Finance and Taxation Committee), which mandates a review of sales tax exemptions by the legislature, SR49 (Randy Miller), requiring certain constitutional officers that obtain their revenue from ad valorem taxes to submit their budgets to the county prior to the county budget hearing. The commission will also discuss TBRC budget cuts mandated by the legislature and issues scheduled for upcoming meetings.
