DCA Secretary proposes growth management legislation

Department of Community Affairs (DCA) Secretary Tom Pelham presented his agency’s growth management legislative package to the Senate Community Affairs Committee this week. Among the issues proposed by Pelham is a recommendation that the state consider alternative transportation concurrency methods that would utilize a mobility fee based on vehicle and people miles travel. The proposal also directs DCA and the Department of Transportation to prepare a uniform mobility fee methodology for state application to replace the existing transportation concurrency management system. Committee members will be briefed individually by Secretary Pelham over the next few weeks, at which time the proposal will like be introduced as proposed committee bill.
