TBRC Update
The Tax and Budget Commission and three of its four committees will meet on February 25- 26 in Tallahassee. The Governmental Procedures and Structure Committee will meet Monday from 8:30am-12pm and will address FAC’s unfunded mandates proposal CP46, sponsored by Duval Tax Collector Mike Hogan in addition to several other issues. This committee is the first stop for the proposal which, if approved, will next be heard by the Planning and Budgeting Processes Committee. Monday afternoon, the Finance and Taxation Committee will meet to discuss several controversial issues including John McKay’s proposal CP2, to eliminate the RLE by expanding the sales tax base through review of exemptions and exclusions, and Carlos LaCasa’s proposal CP21 calling for further tax reform. This committee will also meet on Tuesday afternoon, if necessary to finish up. The Planning and Budgeting Processes committee will not meet next week. This is significant since the proposal on TABOR (CP45) will next be addressed in this committee, as will unfunded mandates. This committee will probably meet during the second week of March. The full commission will meet on Tuesday from 9am-12pm and will vote on two statutory recommendations, SR17, by the Finance and Taxation Committee (streamlined sales tax), and SR19 by Daryl Rouson
