Mandates Research
FAC and FLC have established a research relationship with the Institute of Government on Florida State University's campus, specifically the Center of Excellence for Local Government Policy to prepare a report on Florida's system of public finance. The paper will provide a comprehensive perspective on the history and consequences of Florida's methods for planning, delivering and paying for public services and facilities. Two datasets will be compiled and analyzed, one on state and local revenues and expenditures over several decades and the other on unfunded mandates and tax and expenditure limitations from 1978 to the present. The project has a timeline ending March 15.
Preparation for 2008 Legislative Session
FAC and FLC legislative staff met jointly to share and discuss their legislative priorities for 2008. The discussions should lead to discerning some shared overlap of priorities and a more efficient use of the lobbying strengths of both teams. In addition, staffs discussed the potential introductions of several key proposals that both organizations will have to fight back and how we can communicate and share strategies on these important issues. Lastly, there was a good discussion of how each organization was using its memberships and resources in the Tax & Budget Reform Commission process. (Smith)
