On Thursday, House and Senate leaders told their members they would not be convening before the start of next week. While many members returned to their districts, others stayed behind to try and reach an agreement. Senate members have expressed frustration that a new deal was being discussed rather than sticking to the deal originally put forth. Meanwhile, on Friday the House released a plan that included a 5% cap on all nonhomesteaded properties. At this point it is difficult to say what - if anything - will happen next week. We will keep you posted when and if the Legislature releases any county-by-county numbers or if a new deal is negotiated. While discussions are being had or your legislative members are at home, we strongly encourage you to continue discussing with them the two issues outlined below. Regardless of the final deal it is critical that it not contain language that would limit the authority of local governments and that whatever reductions on Save Our Homes develop, provide local governments with an opt-out.
Taxation and Budget Reform Commission Statewide Public Hearings
In an effort to avail itself to the general public, the TBRC held a series of public hearings throughout the state between September 20, 2007 and October 18, 2007. The hearings provided the public with the opportunity to share their recommendations on taxation and budget issues with the commission. Public hearings were held in the following counties: Duval, Hillsborough, Orange, Lee, Miami-Dade and Broward.
Charlotte County Joins FAC Health Insurance Program
In a recent issue FAC announced that Polk County had become the latest addition to the FAC Health Insurance Program and FAC is now pleased to welcome Charlotte County too! The program, through its partner Aetna, was selected to provide health and dental coverage to Charlotte County's employees through a county-issued RFP. With the addition of Charlotte to the FAC Health Insurance Program, approximately 14,000 county employees will be covered under the program. Welcome aboard Charlotte County!
CCC: Florida's Legislative Process Workshop
On Tuesday, November 13, the Florida's Legislative Process workshop will be held before the 2008 FAC Legislative Conference in St. Johns County. Participants will receive an overview of the legislative process including bill tracking, grassroots lobbying techniques, and the roles that the Executive Branch, Senate, and House have on legislation.

ALLAN BENSE - GUEST SPEAKER
Allan Bense, Chairman of the Taxation and Budget Reform Commission, is the guest speaker at FAC's Legislative Conference. Chairman Bense will be updating the membership on the work of the Taxation and Budget Reform Commission during the Finance Transportation Administration Committee meeting on Thursday, November 15th at 3:00 p.m. Bense, of Panama City, is a partner with GAC Contractors. He was elected Speaker of the Florida House of Representatives where he served from 2004-2006. He was the first Republican elected to House District 6 and served that district for eight years. He is a board member of the Florida Council of 100, Florida Chamber of Commerce, and Enterprise Florida.
