Florida Association of Counties Trust
FACT is a pooled risk-sharing program developed by and for Florida counties. It is designed to fill the needs of local governments for liability coverage and to provide lower costs, greater stability, more flexibility, and broader coverages than are generally available.

- Personal Injury Liability
- Federal Civil Rights Liability
- Errors and Omissions Liability
- Law Enforcement Liability
The program covers the counties, their boards and commissions, elected and appointed officials, and employees and volunteers. Risk Management assistance and resources are an important component of FACT and are available to all members.
