Details on Federal health care bills in House, Senate
The US House of Representatives passed the Affordable Health Care for America Act last weekend. The $1.2 trillion, 10-year health overhaul bill expands coverage to millions of Americans and provides a new public plan option available through insurance exchanges and run by the Secretary of Health and Human Services.

FAC Hosts Oil & Gas Webinar
-All sides of the offshore drilling issue were debated at FAC’s first webinar-
On Friday, the Florida Association of Counties hosted the first of many Webinars. The first webinar is on the offshore oil & gas debate currently happening around the state. This is a complicated issue with interesting and compelling arguments on all sides. FAC has been debating this issue as well over the last year and hopes to take a position on this important issue during our Legislative Conference in December.

DCA considering new rule on land use
The Department of Community Affairs held a Rule Development Workshop relating to the land use “needs assessment” requirements of Ch. 163 on Tuesday, November 10. According to the department, the purpose of the proposed rule amendment is “to provide greater detail and explanation relating to the statutory requirements that the future land use element be based upon the amount of land required to accommodate anticipated growth and the projected population of the area."

Answer FWC Captive Wildlife Survey
The Fish and Wildlife Conservation Commission (FWC) is surveying the public on several captive wildlife issues. Two of the questions relate directly to counties. The first question asks whether the owners of Class I and II wildlife should have to comply with local building codes and zoning regulations. The second question asks whether the owners of Class I and II wildlife should have to provide a copy of their Critical Incident and Disaster Plan to their county’s emergency manager.

Numeric Nutrient Criteria
Several business and utility groups held a press conference this week relating to the numeric nutrient criteria lawsuit. They expressed concern that EPA’s approach to creating these numeric criteria is not science-based and that it would cost taxpayers in Florida over $700/year on average, without resulting in more environmental benefit than the current Total Maximum Daily Load (TMDL) program that Florida is implementing under the Clean Water Act (CWA).
