This week, the National Association of Counties issued an Action Alert regarding the Payment in Lieu of Taxes (PILT) program. Representative Scott Tipton (R-Colo.) is circulating a bipartisan Dear Colleague letter to Senate Budget Committee Chairman Patty Murray (D-Wash.), Ranking Member Jeff Sessions (R-Ala.), House Budget Committee Chairman Paul Ryan (R-Wis.), and Ranking Member Chris Van Hollen (D-Md.). The letter specifically requests leaders to prioritize funding for the PILT program in the FY2014 budget negotiations.

Congress has not yet acted to provide funding for FY2014, which has caused much concern for counties that have already begun the budget process for next year.  The PILT program provides payments to counties and other local governments to offset losses in tax revenues due to the presence of tax-exempt federal land in their jurisdictions. Counties with federal land in their jurisdictions often provide vital services on those lands, such as solid waste management, search and rescue and emergency medical services. PILT payment to counties in Florida total approximately $5 million annually.
